A Framework for Monitoring and Evaluating the Progressive Realisation of Socio-Economic Rights in South Africa

The inclusion of socio-economic rights in South Africa’s Constitution envisioned the reconstruction of our society – not only healing the divisions of the past – but establishing a society based on democratic values, social justice and fundamental human rights.1 The unacceptable and unsustainable levels of poverty and unemployment, the lack of basic services experienced by many poor communities, and growing inequality continues to violate people’s basic rights and to trigger growing social and political unrest. Twenty years into our democracy, it is important not only to reflect on the extent of the transformation as envisioned by our Constitution, but also to ask how transformation is to be measured – to what end, by whom, against what benchmarks and over what period of time.
